Hindley was a chapelry, in the parish of Wigan in the Hundred of West Derby, a judicial division of southwest Lancashire. In 1837 Hindley became part of the Wigan Poor Law Union, which took responsibility for the administration and funding of the Poor Law and made use of buildings on Frog Lane Wigan and at Hindley. The Local Government Act of 1858 was adopted by the township in 1867, and under the Local Government Act 1894 an Urban District council of fifteen members was constituted. New council offices were opened in 1904 and Hindley Urban District Council continued until local government reorganisation in 1974 when it became part of the Metropolitan Borough of Wigan.
